Posso impedire all'app di caricare file sotto rete mobile?

Su Android sì. Apri Impostazioni > ID & Sync e attiva "File solo via wifi". Le note continuano a sincronizzarsi su qualsiasi connessione, perché il testo è minuscolo. Solo immagini e allegati aspettano, e partono nel momento in cui torna il wifi invece di aspettare il tentativo successivo.

L'interruttore vive su Android perché Android è l'unica piattaforma la cui vista applicativa distingue wifi e rete mobile in modo affidabile, e un interruttore che tira a indovinare vale meno di nessun interruttore. Su una connessione a consumo altrove, "Metti in pausa" fa lo stesso lavoro con la mano più pesante e funziona ovunque.
