¿Puedo evitar que la app suba archivos con datos móviles?

En Android sí. Abre Ajustes > ID & Sync y activa "Archivos solo con wifi". Tus notas siguen sincronizando en cualquier conexión, porque el texto es diminuto. Solo esperan las imágenes y los adjuntos, y suben en cuanto vuelve el wifi en lugar de aguardar al siguiente intento.

El interruptor vive en Android porque Android es la única plataforma cuya vista de app distingue wifi de red móvil con fiabilidad, y un interruptor que adivina vale menos que ninguno. Con una conexión medida en otra plataforma, "Pausar sincronización" hace el mismo trabajo a lo bruto y funciona en todas partes.
